Rey Javier, a community and housing advocate based in San Francisco, California, received a Certificate of Honor from the San Francisco Board of Supervisors on April 27, 2026 for his dedication to fair and affordable housing. Supervisor Matt Dorsey stated that Mr. Javier has consistently demonstrated a deep commitment to expanding access to housing and supporting those in need.

Mr. Javier is a Real Estate Coordinator for a local nonprofit in San Francisco. He oversees rapid rehousing programs and staff hiring, training and development for programs serving unhoused families and families at risk of homelessness. He is also the agency liaison to community housing providers, private landlords and property management firms. His advocacy covers rapid re-housing, affordable and fair housing, foreclosure and eviction prevention, and community work serving the Filipino-American and LGBTQ+ communities in the Bay Area.

An immigrant from Manila, Philippines who arrived in the United States in the early 1990s, he has worked in Bay Area social service for more than two decades. He was a Program Officer for the City and County of San Francisco's Mayor's Office of Housing and Community Development, managing program operations and Inclusionary Housing policies, and Program Manager for Consumer Credit Counseling Service of San Francisco, overseeing rental and homeownership housing education. With SHELTER, Inc. in the East Bay, Solano and Sacramento, he managed homelessness prevention and subsidized affordable housing portfolios, including CoC, HUD Housing, CalOES, HUD-VASH, CalWORKs, MHSA and CA AB 109 programs. He contributed to the Homeownership Preservation Foundation (888) 995-HOPE Hotline with CCCSSF and to Freddie Mac loss mitigation during the 2006-2008 foreclosure crisis, work recognized by American Banker Association Magazine in 2007. Earlier he was Senior Project Management Manager for Wells Fargo Bank's Consumer Credit Division and held retail management and human resources roles with Macy's Federated Stores in California.

He received a 2020 Certificate of Commendation from Senator Dianne Feinstein and the 2020 Emerging Leader Program Fellowship from Tipping Point Community, founded by Mayor Daniel Lurie. He has been a Licensed Real Estate Salesperson with the California DRE since 2005, and is a Certified Homebuyer Education Trainer by NeighborWorks America, a Certified Credit and Housing Counselor by the National Foundation for Credit Counseling, and a Certified Professional Property Manager by the International Real Estate Institute.

On May 24, 2026, he received a Certificate of Recognition from the California State Assembly for his commitment to uplifting underserved communities and expanding access to housing resources.
